Use this to harass in initial game but select and target method so that the creeps do not attack you, further when ever chasing heroes use it to slow them down or when escaping use it to slow them helpfull if the hero is melee and not blink type.
Use this before ganking or any attack on lone hero, use this and start frost arrows.
Get it as soon you hit level 6, its essential farm, farm and farm. Jungle out gather money for the items, beware dont let any hero come close to you! Use Gust then bombard the frost arrows make sure to keep the other heroes away especially the blinking ones.

Put it on GREEN, if you are low on health of need a HP boost turn it to RED.
Best get away as well as attacking item, hit and run baby :)
Gives you great Crit, synergises with the attack speed of Drow.
Get it asap to get a moderate agility and speed boost and upgrade it to Sange and Yasha
Dominate some creatures from jungle helpfull in giving you boost!
Late Items
Use it in place of Shadow Blade if the enemy team got GEM or Dust.
