You can put a point in this spell earlier than suggested at level 4 when there`s a chance to interrupt a high impact spell from one of the enemy heroes in the laning stage, or if you can reflect back a high damage spell.

Starting

A core item to increase your movement speed to get to enemy heroes and get kills with your Vendetta hit and follow up spells. Builds into Arcane Boots later in the game.
A consumable to do damage and slow enemy heroes for a small cost of your HP. Especially useful to chase and finish off enemy heroes.
An item that lets you see enemy wards and invisible heroes in its AoE. In the laning stage, it helps you block and unblock pull camps.

Early Game

Start with Magic Stick if you expect high frequency of spells from enemy heroes on the lane.
An aura item that provides mana regen for yourself and your team. Builds into Arcane Boots or Vladmir`s Offering later in the game.
A core Boots of Speed upgrade that helps with mana sustain to spam Impale for fighting and farming.
An early to mid game item to defend against bursts of magical damage. Also provides some useful mana regeneration.

Mid Game

A core item that gives you massive burst potential to take down any hero from full to zero in seconds. Works well to amplify the burst damage through Mind Flare.
A core item to amplify your magic damage on an enemy hero and burst them down with all your spells. Be careful about using it on heroes you want to hit with Vendetta. Also works as a save for your cores against physical damage.
A core item to apply the break effect on an enemy hero with the Vendetta hit. Also stops most passive effects from the innate abilities for the duration.
A core item to set up your Impale and follow up with Meteor Hammer to chain stun enemy heroes, if you bought the item. Provides decent mana regen and also lets you dispel yourself and buy time when in trouble. Can be upgraded to Wind Waker later in the game.

Late Game

A core item that provides cast range and cooldown reduction on all your spells to have a massive impact in teamfights around your Burrow area. Particularly useful when sieging or defending highground.
A core mobility item to quickly close the gap on enemy heroes and lock them down with Impale to follow up with your burst damage through Vendetta and Mind Flare.
A late game upgrade for Eul`s Scepter of Divinity to dispel yourself when in trouble and reposition in and out of fights. Can also be used while you are Burrowed with Aghanim`s Scepter. Also lets you save an ally caught by enemy heroes.
A core item that maintains your kill threat on the map more often by reducing the cooldown of all your spells and items.

Situational

A powerful early to mid game item against heavy healing lineups to reduce their HP regen and tankiness. Also makes you significantly more tanky and improves the HP sustain of your team after fights.
A mid game pick up that lets you cast spells and items from a distance to catch and kill heroes with your stun and burst damage. Has great synergy with Aghanim`s Scepter to have massive control in an AoE.
A mobility item to close the gap on enemy heroes and lock them down with Impale. Also lets you push yourself or one of your allies away from trouble. Can also be used to reposition yourself while Burrowed without coming out of the ground.
A powerful defensive tool to reflect single target spells. Also provides a dispel on cast and makes you tanky with armor.
An aura item that improves your impact in teamfights by buffing your whole team with HP and mana sustain. Also lets you dispel yourself on cast.
